Buildin a cube from collection using app?
I am the author of https://bestdeckforyou.pythonanywhere.com/sign , a fully open source website (check out the code here: https://github.com/ElLorans/Best-MTG-Deck ) to see decks/cubes that have a high overlap with your collection. You should be able to paste your collection in the first link provided, then you can click on "Cube" and see what you can build. If you want more cubes or more updated prices, let me know.

New player here looking for budget historic decks to get me started until I have a good collection going
I created https://bestdeckforyou.pythonanywhere.com so that on pc you can download an exe to extract your collection. Then you can simply paste it and see how mant wildcards you need for each and every mtg deck.

Scry and "top or bottom of library" effects no longer show the outcome.
I only recently discovered that MTG Arena Tool (an open-source cross-platform deck tracker) has the option to display an event log. If you're like me and deeply desire a feature like that, I can highly recommend MTG Arena Tool. https://github.com/Manuel-777/MTG-Arena-Tool

Are there MTGA Helpers that track wins/losses in non ranked modes?
This is probably the best tool for general MTGA tracking: https://github.com/Manuel-777/MTG-Arena-Tool/releases

Game Log
With "working on" you mean this is in progress? Or is it already usable? I use the tracker https://github.com/Manuel-777/MTG-Arena-Tool which has a "human readable action log" feature like that, but it's still a bit hard to follow. What does the output of your tool look like?
