Plugins timing out when loading
I recommened that you run MCAntiMalware on your server to see if it finds anything. If it does, you need to redownload every one of your jar files, including all plugins and the server.jar (it's also recommened to reinstall the OS, but if you are on hosting service the dockerised enviroment should be fine if you reinstall the software).

Any way to know 100% if plugin is safe before installing?
As far as i know this tool can identify this malware, if you don't want to check every plugin manually, like TinyTank800 said.
