Download the latest iOS ipsw file from here then download sn0wbreeze from here. Open sn0wbreeze and create a custom ipsw, and in the options, check the “hacktivate” option, then create the ipsw. After that, put your phone in DFU mode then restore it through iTunes with the new custom ipsw

iPad 2 on iOS 4.3.5 has a restrictions password. I am unable to reset all content and settings because of it. How can I remove this without updating the iPad? [Question]
No it shouldn’t it should take it back to the ios 4 setup screen and then you can activate it. I’ve done the same process with iPhones and iPads from iOS 4 to iOS 10 and I’ve never had a problem with it. I would also recommend saving shsh blobs just in case the iPad ever corrupt in the future. You can save blobs with a windows Application called ifaith but you will have to use it on a windows 7 computer with iTunes 11.

iTunes 11 works best for things like this. You also need pwned DFU mode, you can use iReb from iH8sn0w for this.
