Regarding visualization tools, sqliteviz has proven to be the best I've found so far. Their web app runs locally but has some trackers, so I run it locally via a simple, static HTTP server. Falcon and Redash seem like overkill for my needs.

I use plotly.js via a Rust wrapper (https://github.com/igiagkiozis/plotly) and the performance seems ok when generating a static, interactive html. The wrapper language itself should be irrelevant here. Is it the same if you generate a static html-file?
While I can't speak for millions of data points, generating a gyroscope plot with x, y, z, where each gyro axis is 400k+ samples is fine performance wise. This is generating a static, interactive html. Zooming etc is fine on my M1 MacbookPro 13" - delay when zooming in this specific case is maybe 0.5secs. The html-file is 60mb+.

I'm a big fan of Plotly for data visualization in Python, so I choose it when I can in other languages too. However, Plotly.NET is also becoming the defacto standard for data visualization in .NET notebooks.
Yep, and from my experience too (made a tool that monitors network traffic with eBPF [1]) in addition to those issues there is also a sizable latency hit.
