from what I'm reading (https://github.com/flipperdevices/flipper-application-catalog/blob/main/documentation/Contributing.md) the answer is yes and no. Yes anyone can create an app, but the app has to conform to some standards, tech requirements, validation and be approved to be in the catalog.
Sources? No. I don't have an application folder. I use ufbt. (Forgot to write that in the post, sry)
