  Well, The Latin Library exists. But for an integrated reading environment,you could make a reader that integrates Whitaker's words. Now, recall the epub format is just xml, so the basic functionality and material is already there. What else would you add?

  Are you sure this really needs to be done? I believe there are several downloadable Latin to English dictionaries that are likely to be much more complete than the one at the back of a textbook. https://sourceforge.net/projects/wwwords/ is one example with almost 40K words. https://github.com/mk270/whitakers-words is one port of it. There's an Android port of it; and I think a Windows Store app as well.
