Is Foundry Capable of producing shared homebrew between multiple gms?
At the "bad" end of what Foundry is capable of in this department, you get to learn how to do module creation with Scene Packer as a dependency and your DMs have to be very responsible in providing and downloading updates to the compendia in that module as needed.

Been looking around and haven't found an answer yet... Is there a way to transfer assets between game worlds?
There's a module called scene packer that allows you to pack and save all your assests as a compendium and export/import into a new world https://github.com/League-of-Foundry-Developers/scene-packer Instructions on how to install and use it are found on the git hub or there's a video by baileywiki that goes through how you can use it https://youtu.be/xV9QA_wPY4Y There's a discord for the module too if you get stuck and people can help you out with troubleshooting

Wanting to move everything to compendiums. What is the LEAST painful way to do this while still keeping organization?

Replace broken image links?
The module Scene Packer includes functionality to run an Asset Report, which lists any assets that are broken, or outside of a configurable list of modules. It will list all of the ones that are "broken". You can trigger it from the macro that comes bundled with the module.

Is there any reliable way to move content between worlds without breaking links?
I've created shared compendia module, which uses scene packer. It retains links between everything, pins on the maps etc. Took me a while to figure it out, but once you go trough tutorial on their page it's really working. https://github.com/League-of-Foundry-Developers/scene-packer

Actor Links Severed on Scene Import
To prevent it happening again, you can use scene packer https://github.com/League-of-Foundry-Developers/scene-packer (i havnt tested it but i understand it works well)

Organizing/ moving everything to compendiums FTW!
It packs up scenes with all of the tokens and when you unpack it, it brings in all the actors linked. https://github.com/League-of-Foundry-Developers/scene-packer
