I've been waiting for https://github.com/opentofu/registry/pull/824 ("Revert commit that removed Russian providers") to be resolved, but it seems to have stalled.
Open source does not work as I envisioned, I guess.

Straight Forward Tofu
The first thing we need to do is configure Tofu to use the AWS provider. To do that, we still need to use the terraform block and reference the hashicorp/aws provider, even though we are using the OpenTofu language. OpenTofu has kept these naming conventions so that it can remain backward compatible with existing Terraform projects. The provider source code is actually owned and hosted on the OpenTofu registry, making OpenTofu truly backwards compatible and open source.

OpenTofu project removed Russian-originated cloud providers
I'm an outsider (not a contributor or related to parties in the suspected "political" origins, and had not created an HN account until now) but it was pretty easy to find the reason behind the change. Scroll down and there's the unanimous decision to block Russian access from registry due to sanctions.
