Can LEGO City Powered Up trains be automated?
Neat! node-poweredup can be used as well if you'd prefer to keep the stock firmware on the hub. It does require a seperate computer though, but you could use a Raspberry Pi or something.

Automating Lego train at a certain time of day?
The run and brake commands could definitely be automated with something like Node PoweredUp on a Pi or similar. I'm not sure if has the ability to turn the hub on though, which would mean you'd have to leave it on the whole time... and that sounds like a whole lotta battery usage.
