Mac OS X Tiger Theme for Mojave?
You can change the system font to Lucida Grande with macOSLucidaGrande, you can customize the folder icons with ClassicFolders, you can customize the icons with LiteIcon and the icon set from this GitHub repo, you can customize the dock with cDock (paid but only costs $10 USD and has a free trial), and you can download the Mac OS X Tiger wallpaper from here. The window titlebars buttons are a little bit more difficult. First you have to go to System Preferences -> Accessibility -> Display -> Check "Reduce Transparency", then copy SystemAppearance.car and Assets.car from the downloaded GitHub repository that you got the icons from to "/System/Library/CoreServices/SystemAppearance.bundle/Contents/Resources/" (MAKE ABSOLUTELY SURE TO BACKUP THE ORIGINALS OF THESE FILES). I should also note that for most of these softwares you will need SIP disabled.

My OS X Leopard theme on a 2017 MacBook Air running Mojave
Ok, sorry it took me so long. So, Number one: Disable SIP: Restart your Mac while holding COMMAND+R, press Utilities, then Terminal. In Terminal, type csrutil disable, then restart. Now is the fun stuff. So for the system font, download this: https://github.com/LumingYin/macOSLucidaGrande press "Lucida Grande" and press the green check, and restart. Then, for the menu bar, download Menu Bar Tint: https://manytricks.com/menubartint/ And for the menu bar battery icon, I modified a version of the app, "Battery Guard" from the App Store. I already used the app before, so that was useful. Just finished turning macOS Mojave into OS X Mavericks. Inspired by /u/ILovePrezels' attempt, I took the challenge. Big thanks to /u/MoonPadUSer (who's deleted is account:() The comments will have links on how to do this.
macOSLucidaGrande: https://github.com/LumingYin/macOSLucidaGrande - Allows you to change the system-wide font to Lucidia Grande, the same font used in 10.9 and lower. Do not modify system files so it's completely safe.
