The nightly core runs fine on the Mini but while the options for save states do appear in Retroarch, they do not function (saving or loading a state results in an onscreen message that states are not supported).

PCSX2 Crashes when trying to run (Retroarch Steam Release)
PCSX2 can't load .cue file, it should be removed from the compatible extensions, I even proposed a fix a while ago so that core doesn't appear anymore when selecting a .cue: https://github.com/libretro/libretro-super/pull/1569
