If you’re trying to attach an existing tweak you can extract the deb file, extract the data.tar.lzma file, and navigate to Library/MobileSubstrate/DynamicLibraries/TweakName.dylib. Then use a tool like this to attach the dylib
Is there a tutorial on converting Flex Patches or Supercharge patches to .dylib?
