how to start writing elisp on top of org-mode?
ERT is a good enough for most of the things I do. It is built into emacs. I can suggest the emacs-lisp track at exercism.org. They have a good guide to get you started. You can look at the tests written for the exercises either on the site itself or the github page for the track.
