I use image-q to quantize 32-bit canvas down to 256 (or fewer) indexed colors with a nice auto-generated palette, and omggif to generate the GIF binary, in my library canvas-plus (shameless plug).

How to convert 24bit PNG images to 8bit PNG images
I don't believe the canvas library does 24bit to 8bit conversion of existing images. You need to make some decisions like what palette to use, which colors should it contain and how many, dithering or no, and which dithering algorithm. You could use my canvas wrapper library called canvas-plus, as it does all this stuff for you:
