To get the set of all matchups between 2 civs. Civ ids can be found in the aoe2_tech tree (https://github.com/SiegeEngineers/aoe2techtree/blob/6b5b3b5fc5eeb30659f2a4290f44df8c135b79fd/data/data.json), however subtract "10270" from the value to match the civ ids received from the aoe2.net api.
