It's a bit odd to use a custom docker image, rather than the one maintained by nginx Inc though:

For one, this is 5 versions behind (1.18 vs 1.23).
In general seems caddy or haproxy might be a better fit - but nginx is a perfectly fine choice I suppose.

Help people in Iran reconnect to Signal – a request to our community
As an interim solution to help people in Iran get connected to Signal, we’ve added support in Signal for a simple TLS proxy that is easy to set up, can be used to bypass the network block, and will securely route traffic to the Signal service.
It's basically just spin up nginx acting as a relay to proxy requests to Signal's server. Here is the nginx proxy for the relay:
