Pwned Passwords is just such a database (hashed with either SHA-1 or NTLM as an obfuscation measure). Hunt used to distribute well-defined snapshots, but these days he directs you to a .NET API scraper[1] instead, so you can still get a list but it probably won’t exactly match anyone else’s.
