  I've had success using SSH.NET to automate my SSH workflows. It looks like theres a PowerShell module called Posh-SSH that usses a custom version of ssh.net to work easier with PowerShell.

  Cisco switches don't make a full SSH terminal, you need to use SSHStream to talk to them, see: https://github.com/darkoperator/Posh-SSH/issues/146 but that shouldn't affect it connecting or timing out, as you need the SSHSession to make the SSHStream.
