    The tool I used, PyGlossary, does not appear to list Pocketbook or the .dic format in its list of supported formats. I was able to find this tool, but I haven't tried it myself. It claims to be able to convert from .dic to Stardict format, however, and I can confirm that PyGlossary is able to convert from Stardict to Kobo's dictionary format.
