  Yes, in case of Nexus Mod Manager using Wine and either wine-mono or the actual .NET Framework installed in the prefix are your best bets. If this was a cross-platform .NET application written without using any Windows-specific APIs from the very beginning like NexusMods.App, building and running it on Linux would be as easy as git clone 'https://github.com/Nexus-Mods/NexusMods.App.git' && cd ./NexusMods.App/src/NexusMods.App && dotnet run but that one is far from being functional (and Vortex needs a few changes to run natively to the point where there's a fork of it created with Linux compatibility in mind).
