It doesn't exactly match your description, but it does feature an interactive element where moving your cursor creates circles that split into smaller ones, revealing a hidden image.

Koalastothemax in P5js?
Short answer. koalastothemax is fun because it is elegant and simple, so it seems like it should be easy to make. However, the code is going to be pretty complicated for someone who is inexperienced. You might want to start with something a little easier? Another short but more accurate answer. The easiest way make circles that separate when hovering is with Objects. Create an engine (class) that makes cirlces, and put the code for checking the distance between the mouse and the circle on the circle itself. (a function on an object is called method) If the mouse is over the circle, the object splits itself and makes four new objects, each with it's own collision detection code.
