Best Phone/OS Combo
For navigation apps, you have open-source solutions like OSMand+ (it's free on F-Droid) and MagicEarth. You also have GMaps WV, which is a sorta sandboxed version of Google Maps from the DivestOS group you can install on any android device, if you want/need access to that for whatever reason.

Is there any degoogled Android ROM that still allows Android Auto with Google Maps?
But perhaps more along the lines of what you might be looking for, I came accross GMaps WV, which is a restricted WebView interface that blocks tracking. It's part of the Divested Mobile project.
