Jonah Beckford has done a lot of work on Windows support in the last couple years, and in particular a Windows installer that comes with opam+dune, etc., as part of his Diskuv OCaml distribution. I expect his version of Opam to work well on Windows. (In a sense this is a continuation of fdopen's opam-repository-mingw effort.)
