Why not just use balena Minecraft server, it gives a nice web interface for it although you have to use rcon for console. I've managed to get 22 players on it playing hunger games (my limit was the players, couldn't find any more xD) I just pregenerated the map so there was no issues with that. https://github.com/AlexProgrammerDE/balena-minecraft-server (this isn't my project)
