Why terraform modifies the state in a consecutive execution?

I've a simple root module that creates an AWS SQS resource. (using https://github.com/terraform-aws-modules/terraform-aws-sqs)

It's annoying and misleading, but it's not describing something bad. The AWS provider team is tracking quirks like this in their issue #19727, so hopefully it'll be addressed in a future release of the provider.
