I like ox-hugo to write in Org Mode and export to Hugo. I host the repo on GitHub Pages to publish to the web without self-hosting or paying hosting fees, linked up to my custom domain. That is great. I'm not sure what is the maintenance state of mediawiki.el (this seems to be the same package), but that is worth investigating!
I'm using a customized version of org-html-themes, really easy to setup and host on github pages for my projects
For me the best fit is org-wiki+org-roam, the two packages needs some configurations to work properly together but, when you setup the header and a theme (org let you include headers for styling pages when exported) you can simply write all your pages in org format, then export them to HTML (there are multiple options to do this), and you are done, more of that in my dotfiles (i will soon update the repo with a literal conf)
