Yes it works on GSM models but don’t take my word for it because I’ve never tried it, I’ve only downgraded my iPhone 3GS to iOS 4.1 because it’s still signed for the 3GS, I’ve never used OTA downgrade. https://github.com/LukeZGD/iOS-OTA-Downgrader here’s the link
You can download the GeekGrade ipsw. https://gist.github.com/citrusui/31ee28f4369333c30401 (iPhone 4 Rev A). Or if you want something below iOS 6.1.3 then you can downgrade to other versions too (I really reccomend iOS 6.0 since it is the first iOS version that shipped with 3,2 so it'll be fast) using Sund0wn https://github.com/iSuns9/Sund0wn then download the Apple Restore ipsw for the version you want (you can download it on ipsw.me), Open Sund0wn then select the ipsw of your choice then click tethered and make ipsw.
