Or if you want something below iOS 6.1.3 then you can downgrade to other versions too (I really reccomend iOS 6.0 since it is the first iOS version that shipped with 3,2 so it'll be fast) using Sund0wn https://github.com/iSuns9/Sund0wn then download the Apple Restore ipsw for the version you want (you can download it on ipsw.me), Open Sund0wn then select the ipsw of your choice then click tethered and make ipsw.
