Paper wallets are insecure and should not be used. Depending on how much you plan to gift I would look into getting an OpenDime. If you're giving a smaller amount then just generate a wallet, record the seed and give your niece the seed phrase after funding the wallet. She can then recover it on her own device to sweep to a new wallet.

No matter what you do, definetly do no use some online private key generator. At the very least use something like IanColeman bip39 tool offline on a secure device.
