I've used ansible in the past. I have some code on github https://github.com/alias454/ansible-splunk-playbook. You may be able to pick through that if you don't want to use the official playbook from splunk. My playbook is a bit out of date though. I stopped managing splunk infra with it and only use ansible to manage app deployments. Infra is built using cloudformation and bootstrap scripts, most everything else is handled via app deployments.

There is a splunk terraform provider https://github.com/splunk/terraform-provider-splunk.
