A good place to start is this GitHub repo for cfgs which forces many video settings that are and aren't in the in-game video settings menu to their minimum. A lot of tweaking is required to autoexec.cfg files to make it so that your personal settings are applied correctly (Ex. the cfg by default completely disables music and I like the music at ~50% volume), and I don't recommend downloading the superglide cfgs in the repo as they blur the line between input automation and not input automation.
If you still want mouse acceleration for the game while using +m_rawinput 1, I highly recommend installing RawAccel as it provides the advantages of mouse acceleration (such as a dynamic sens for both recoil control, long range aiming, and close range flicks) and none of the downsides. (What the fuck were Microsoft thinking when they made their mouse accel curve this, disable that shit for RawAccel to work correctly (Settings->Devices->Mouse->Additional Mouse Settings)) It will require heavy tweaking for it to feel right though, so put some hours into just messing around in the firing range and tweaking settings in RawAccel to make it feel right.
