I don't think you would ever need to write a chess app that would play on a phone. It would be useful for learning and working on your own chess. There are already plenty of apps for playing and analyzing chess. If you need something that's free and open source, you could look into GNU Chess. Or if you just want a free chess app, then lichess.org would work, but lichess.org doesn't have a chess app.
