This is what I use at the moment. sessionctl idle gets called from the sway config on startup, and to lock the session I use killall -s SIGUSR1 swayidle. It triggers all of my current timeouts, locks my session and turn's off the monitors. I have basically implemented 1 and 4, but with my current implementation I can't expand it to 2 and 3. Since killall -s SIGUSR1 swayidle will trigger all timeouts, after adding timeouts for sleep I won't be able to use it just for locking my session.
I also have a list of packages and 'configurations' in another repo, for a script I wrote to automate the installation process. Here are the script's config files. The script itself is not ready yet, but the yaml configs and other files, are easy to read and understand.
