Universal adoption for Lightning seems a bit far fetched (as far fetched as the same for Dogecoin) but that doesn't mean LN is completely without merit: I think Lightning is getting better at what it intends to do, and volume seems to be on a growth path, though it seems that much of the network activity seems to take place around on/off ramps, eg swap services like boltz.
There currently is the cltv-spillman-style payment channel implementation but that is a unidirectional, for-purpose channel, so it's not an L2. Other than that I haven't heard of a timelock based L2. I have some designs for a timelock based sidechain though, but that has nothing to do with L2.
