Shameless plug: Terrateam https://terrateam.io/ is a product I work on. It's designed to be flexible to work with TF monorepos (but currently limited to GitHub). It is inspired a lot by Atlantis https://www.runatlantis.io/ but meant to be more "batteries included". Atlantis works with monorepos a well and is worth checking out, and supports lots of code platforms.

If you’re talking about a monorepo of reusable modules you can take a look at this template repo I put together https://github.com/bananalab/terraform-modules-template. I use it to bootstrap orgs adopting Terraform. I’d appreciate any feedback for improvement.
