I know about Echoglossian but I haven't used it before so can't say for sure if it helps in your case
As for a plugin, I noticed a github link in another reddit thread that seems to a combination of a text hooker, selectable translation resources, and an overlay for just displaying the text that was extracted + translated. I haven't used it personally, but it might fit the description since it just separately displays the translated text instead of messing with the in-game UI/texts.
