Consider buying a droplet on DO for five bucks a month and using a simple builder like 11ty. If you have the bandwidth to pass a shallow learning curve it's the approach with the best long-term payoff. For the rest of the stack I'd suggest a simple CMS (Contenful maybe has a free tier?) and run the thing on Netlify with git webhooks to manage the Continuous deploy piece.
