But to answer your specific question: if you don't mind losing your existing vim configuration then yes, it is safe to delete those files/folders. It shouldn't even uninstall vim, but in case it does, on macOS I recommend using homebrew to install vim:
I'll let someone else jump in with what the best vim plugin manager of the day/week/month/year might be, but personally I use neovim and use packer.nvim - but this will not work with non-neovim, so it may not be right for you.
