Expo Updates is an open specification that defines the protocol for how an app requests an update and how a server responds. The expo-updates module is the reference implementation for the client.
The idea is for anyone to be able to write a server that implements the protocol. I know of at least one company that has invested time in their own Expo Updates server. We also have a repo with a sample server here: https://github.com/expo/custom-expo-updates-server
