Sounds like you are looking for the PPPC Utility app. You can allow standard users to allow screen recording but you can't set the settings for them. The user has to allow it as Apple sees it as a privacy issue. I agree to a point, but if the machines are managed by MDM, the admin should have full control of their users. This gives the ability to allow like screen recording without having to be an admin or click the lock to set the setting. I just put in a bug report, it doesn't seem to work for Chrome and Edge all of a sudden. It all acts correctly but if you try to record the screen or screen share from Chrome or Edge it just keeps pesting you to allow it when it has already been allowed.
