As was mentioned in this guide, using wine-6.17.r0.ga8583acae95 build of Proton will allow you to successfully install dotnet48 (which include dotnet) with protontricks (yes, you don't even need to use your system's winetricks). After that, you can switch to any recent proton version you like, everything will work fine.
