GitLab have said that docker+machine is deprecated by Docker so it is essentially on life support until they come up with an alternative autoscaling system which they've intimated is going to be Kubernetes-based, although there is working being done on a cloud-agnostic custom executor that could do a simple job of spinning up a resource, running a job, tearing down the resource.
