Both of these look on the surface like they would run up against exactly the same issues (Brogue is GNU Affero GPL but that has the same clause, SPD is GPL v3), but they both have far fewer contributors and a much shorter history, so it's entirely possible that they've relicensed / received contributor permission to permit those releases. I would suggest followup questions go to those projects, though.
