This might be a bit of a "workaround" suggestion, but you could technically use https://github.com/coder/code-server, host it on a public server and then you have VS Code in the browser, which should also include debugging capabilities.
This is why you want to write an install script with Chocolatey or winget so you can get a fresh install up and running with all your necessary software immediately.
Or go a step further with https://boxstarter.org (based on Chocolatey)
