This is not specific to graphics, of course. Though you'll certainly find graphics packages, like hylogen for 3D GPU code or diagrams for more 2D stuff.
If accomplishing the goal of 3D graphical programming is more important than learning a particular approach to programming, then it might be better advice to just seek out the best library for that particular purpose. Maybe that's Shadertoy, or three.js or something. But I mention Haskell and its ilk because you sound like the type of person who, like me, perhaps wont be satisfied until they lean to program that way.
