This is a great example of Deno and denops.vim, would be nice to see more interesting things like this (or like https://github.com/skanehira/denops-gh.vim, for example). And not only in the form of Vim plugins but in general, too (because npm does suck, and Deno looks like such a great thing.)
On the other hand, Vim plugins are, as the name suggests, only usable within Vim (and maybe Neovim), so it makes more sense to me to make a CLI or TUI executable and then either leverage Vim's integration with the shell or the terminal (in recent versions, Vim actually comes shipped with a terminal emulator), or make a Vim wrapper to integrate that executable with a Vimmer's workflow (for example, that's what fzf does). That way you don't need to launch a Vim instance in order to use Twitter from the command line.
Himalaya has Vim integration.
