Note, although it has been granted patent only in France, the Bionic Reading name is registered trademark. A web extension was made soon after the link was posted and can be found in https://github.com/ahrm/chrome-fastread (Firefox vers: https://github.com/akay/firefox-fastread).

You need to enable experimental features in `prefs_user.config` by adding `enable_experimental_features 1` and then enable this mode using `toggle_fastread` command within sioyek.
