Agreed on all accounts. I'm presuming here that the device in use is any of a zillion clones of an ESP8266 based deauther. The code is readily available and the hardware to run it can be built for a couple dollars by a novice.
If you want to know for sure that that's what is happening, there is a similar project which will notify you when it detects the deauth attack being sent and which runs on the same hardware. Cheap and easy and then you can know for sure.
