The Warehouse repo is just the Loonatics Asylum repo rebuilt. I think Tech E Coyote is still working on it so doesn't have an install URL just yet. You can download the zip file off his github account here. Another way to install it, is to install the Loonatics Asylum repo, then go into the repo and click on Add-on Repository. Click on The Warehouse Repository and it will install it. You can then go back and uninstall the Loonatics Asylum. Make sure the add-ons are installed from the Warehouse so you receive updates. Eventually the old Asylum repo will be closed. Hopefully he creates a new file manager link soon.
