I have recently moved from the IPSec VPN installation to Outline (Github Project), and it's been working as needed... until one of my colleagues attempted to connect to one of our databases via the private IP address, as we did with the IPSec setup and it could see & connects to all of our internal IP only instances.
You might need to set up routing for that. Outline is not a VPN per se, but a proxy tunneled by your system that makes it feel like a VPN. It's especially good to simulate you are somewhere else but it doesn't come with private networking in mind. You might want to use Wireguard (https://www.wireguard.com/) instead.
