For using on 3DS, first just put it in and see if it works. If it doesn't work then you'll need to install CFW (it's pretty simple and very safe), once CFW is installed try again and it'll most likely work now. If it still doesn't work then you'll need to load it from NTR Launcher or TWiLight Menu++. If you install CFW you also just have the option of using TWiLight Menu++ instead of an R4 card, if it's a decent R4 it'll probably have slightly better compatibility than TWiLight but TWiLight's pretty good these days.
